License by Endorsement Question

Hi guys,

I just wanted to know if a foreign grad like me will be able to endorse my license to CA. Or if others are on the same boat as I am.

I wasn't sure if by holding a PHL license prior to taking the nclex would lessen the chances of getting denied.

I was educated in the PHIL

I hold a PHL RN license

I am currently licensed in NY

Lately, the California BRN has been refusing to grant licensure to nurses who were educated in the Philippines due to issues surrounding the clinical hours.

Basically, the BRN needs proof that your theory and clinical courses were taken concurrently. This is the issue that has been holding up so many PHIL nursing grads.

Many PHIL grads are circumventing this issue by applying to the California BVNPT (Board of Vocational Nursing and Psychiatric Technicians) for licensure as an LVN (Licensed Vocational Nurse). So far, they've been successful.

The only way you'll know if you can get licensed/endorsed as a RN in CA is by asking the CA BRN:

A lot of PHIL grads get rejected because of the reasons Commuter stated. But I work with PHIL RNs, so it is possible...it depends on the nursing program you graduated from. Also, the fact that NY licensed you doesn't matter much to CA, as each BON has its own standards that you must meet.

As others have mentioned above, since the strict enforcement of the concurrency issue of Nov. 2011, there's been only a handful of PH applicants able to get either the ATT or to be endorsed over.

Some of the exceptions are those that graduated from pre-2005 or already passed the NCLEX-RN in CA but just didn't have a valid SS# at the time (April 2010 requirement).

You can certainly try to apply for the endorsement, just know that the fees sent are not refundable even if denied. CA BRN will ask for copies of your clinical cases to see if they match the sealed transcripts sent from your school, this is where 999.99% of the PH applicants gets rejected. Either they don't have the signed copies or it will reveal that the courses were not done concurrently.

If you have other batchmates from the same class, took the same courses together, same year of graduation and applied to CA and got denied, there stands a 100% chance of the same fate.

There's a case right now where a PH nurse with experience with a JOB offer from a CA hospital, but unless she can provide the CA BRN with her (lost or misplaced and her school not kept copies for the 2009 grads) clinical cases, they will not approve the endorsement.
