Out of state program that doesn't meet CA clinical hours requirements; endorsement

If I attend an out of state program that doesn't have enough direct patient care clinical hours (it has 450 and CA requires 500), can I just get my license and work in that state for one year and then endorse to California? Or will the application be rejected because the program doesn't meet the clinical hours requirement? 

The program has 750 hours total but they are: 450 direct patient, 300 simulation. 

You need to submit your education with your application and they will review to see if you can qualify for endorsement.
