I float and sometimes I work on a floor where the HN wont let me do my job. Through out the day she will say in an abrupt manner "did you assess this patient?" "Did you do this treatment"?
"Did you take this patients vitals"? "Did you call the doctor about this or that"?. The thing of it is Im busting my butt on her floor and if she let me do my job I would get it done. She is very irritating especially since Im so busy. How should I respond to her? Is she being appropriate?

Tell her you're a professional and know what you are doing and that you will let her know if you need any help. Unfortunately, she might be one of those ineffective micro-managers who don't have a clue. If this is the case, it's time for some game-playing on your part.

She's probably been burned before. I know as a charge nurse I've taken the heat for many a nurse who supposedly knew what their job was, especially float nurses. But her behavior is a bit much. I think it's time to talk to her. Zen's response is a good one, let her know you'll come to her for help if needed. If she asks "have you done such and such" you can answer "no, are you willing to do it for me? I can use the help. Or may I continue to prioritize my very busy and nearly unreasonable assignment as the profressional nurse I am."

if someone is kind enough to float to my unit. I believe I owe him/her the courtesy of speaking kindly, directly and supportively to them, vs making unreasonable demands or being a bully. JMHO.
Too many nurses out there willing to BE bullies, unfortunately; willing to stoop to treating float and agency nurses like slaves, IMO.
At least that has been my experience.
My advice to ther OP: find a better place to work. There are plenty. Nurses who treat their float/agency like crap deserve to work short.
