To whom it may concern:
My wife has worked as a nurse for 20 years in Kyoto, Japan (ER, ICU, and Outpatient) and a year as a CNA here in Portland, OR. She just received a score of 78 on the TOEFL and I wanted to know if there was any way to accelerate her obtaing her RN in Oregon. Any help would be greatly appreciated.*

I believe in Oregon you have to test with the NCLEX if you are a foreign educated nurse. I am not sure on the particulars of any educational requirements the board has but those can be easily viewed on State of Oregon: Oregon State Board of Nursing.
I guess my question is why has she not already tested? Is it just the language proficiency that is the issue?

You failed to answer the most obvious questions. Is she qualified to practice in OR? You can't accelerate if you don't even qualify to practice. Check with the OR BON

She needs to sort out her registration as a RN with the state meeting requirements for International trained nurse and pass NCLEX

If she doesn't need a sponsor or have green card problems, you will need to contact the Oregon Board of Nursing to see what is needed specifically. She will have to get her nursing school transcripts evaluated and translated. The nursing board will tell you which agencies can help you with that. WES in New York is reliable and recognized in states like California. However, check with the nursing board first for their current list of approved evaluators. You may also want to check with other states and see if endorsing the license to Oregon is a quicker option. She will still need to take the NCLEX and pass.
