No, you need IELTS, please visit AHPRA site they are now insisting IELTS 7 first sitting for all applications where you were educated in country that does not have english as first language, countries exempt from this are english first language speaking countries.
Please think of your duty of care when thinking this is easy way to get registered in Australia, you have never had clinicals in an english only environment, you also cannot get work visa, if you do manage to find a job (this is becoming extremely difficult day by day) without IELTS or OET, you cannot claim pr without an english assessment, even plumbers and electrcians need to have an english assessment before they can work...and you still will not get final registration as an RN without english assessment.
We do not have a national exam so something must be the gatekeeper for the safety of the Australian community for health professionals.
BP schools are now insisting on IELTS as pre requirement as if they send someone into a clinical situation and something goes wrong due to poor communication they would be held responsible even with an eligiblity letter from AHPRA, so they have finally set it in concrete, go to this site.
