No, you can only petition spouse and children. You can do parents once you are a citizen, which is 5 years from receiving GC. I think you can petition on GC but will take you several years whereas citizen takes approx 6-12 months
for real? if you are a citizen it would only take a yr?
so, u mean it would be like your spouse it would also take years? which is better getting married before petition or after petition?

If you are married before the petition is submitted, then the spouse can be included with your visa and get one at the same time.
If after, you will wait two years before they can join you.
Parents cannot be petitioned until you have the actual citizenship, and then fairly quick. But they will need birth certificates.

i heard that to have fiancee visa you must have an intent to marry before going there in US. what are the examples of this intent to marry?? loveletters?? just for clarification.. thanks..
You have to prove that you have corresponded and even met for the fiance visa. Things like letters, emails, photo's.

My sister is US Citizen and planning to petition our parents. At the moment they are leaving in Dubai as a residence visa. Can she petition them even they are outside the Philippines. Can my parents do the interview and process all their papers here in UAE Embassy?. Thanks so much

Yes
She will submit the paperwork to the U.S. Embassy in UAE
Interview will be done at US Embassy in UAE
Thanks for your reply, I hope there will be no problem in processing their petition papers in the future.
There should be no problems as long as they keep up to date with any change of addresses
