good day to all,
im a filipino senior student and a greencard holder
the problem are the ff:
A. Do i need to take my Philippine Board exam? (regarding im not gonna work here in the philippines)
B. Do i need to finish all my 25 operational cases ( DR, OR, Nursery)
C. to sum it all up regarding my status could somebody post a site that isn't that complicated on requirements i plan to work abroad hopefully in the states. (like what exam should i take)
D. I plan to have my specialization "DIALYSIS" could somebody give some tips on what topics should i READ ( Fluids & Electrolytes any other?)

Green card holder and you are still a citizen of the Philippines, therefore will need to meet their requirements. If you are planning to work in any other foreign country, you are going to need the local license.
Any rules that they will put into place and we are hearing of several that are in the works, will apply to you.
And in order to meet requirements there for licensure, you need to have all of those cases completed; they were and are part of your required training.
Even if you come back to the US, you are going to need to go thru the licensing process as a foreign trained RN, immigration and licensure are completely two different things.

hmm to clarify in order to get a stateboard exam and NCLEX is a Local Board is that the pre requisite sorry i can't ask my teachers about my status i feel ashamed that they would say im boastful about my status later ill be going to the philippine regulatury of commision to ask about what exams should i take and what are the requirements

All depends on the BON. Some require local board unless there is a reason why you haven't taken it. My understanding if not a Philippine citizen then you can not take it that would be the reason in a letter.
NCLEX is the exam for the US, you are doing your training in the Philippines, so the NCLEX will not be your local exam.
The NCLEX is also a national exam, we no longer have state board exams here in the US. There are no state specific exams, but the NCLEX here permission to test requires approval of a state BON. Each can set their own rules for licensure here.
But since you are not a citizen of the US, you are still under the requirements of the Philippine government on this topic as well. Green card status gives you residency in the US, but does not waive the requirements that the government there has in place either.
If you are a citizen of the US, and no longer hold a passport from there then it would be a moot point as the government there would not permit you to even sit for the NLE. Rules are changing all over at this time, both from your government as well as from the US licensing boards. You cannot even start the application process until you have a full transcript to be submitted and what will happen when you are ready to submit is not written in stone. We are hearing of more and more states requiring the local license as was required in the past, when the CGFNS exam was required. And to be able to write that required that you passed the NLE. They are not bringing that exam back but they are wanting some of the same requirements.
When you train in a foreign country, it makes you subject to more requirements for getting licensed in the US. And this is even if you would hold a US passport.

i've gone to the Philippine regulatory commission and they say it depends on the department of labor here in the philippines and at the state im gonna go to...

It depends on you meeting the requirements for licensure in the country where you trained, not an any other board or their policies.
Whether or not you write the NLE is your choice, but you need to have completed all of the requirements to be able to write it at least in order to be able to get licensed in the US in most cases.
If your school was that poor in making sure that you met the requirements, then you may have issues with your school's curriculum being accepted here in the US. Please be very aware that not all of the BSN programs in your country meet the requirements for working in the US.
