I am an RN from Illinois. It is not a compact RN lic. state. I have been looking for remote type Utilization Review, Clinical Review type RN roles online. Many of them are asking for a Compact License. How would I get a Compact License being from Illinois?

One must reside in a compact state to qualify for a compact license.
Or have an address in a compact state. Like another home in that state.

Does that home meet the definition of primary state of residence?

You still need to meet the PSOR requirements.

Apply for a Multistate License _ see list of 42 states that participate in compact.
Nurses who live in a compact state can apply for a multistate license if they meet the Uniform Licensure Requirements and selected states regulations.

One needs to LIVE within that state or hold a current driver's license, voter's card, file federal income tax return, military form no. 2058 or have W2 form from location within that state to qualify = Primary State of Residence.

Illinois is one of only ten states that is not in the Nurse Licensure Compact. As others have stated, it is necessary to be a legal resident of a compact state in order to have a compact license. You could move to a compact state ( Indiana, Kentucky, Wisconsin, or Iowa) to get this special license. Another option is to write to your state legislators, the Illinois BON and/or the Illinois State Nurses Association to express your support for compact legislation. Many nurses have done this; their letters, emails, and testimony have helped pass compact legislation in Washington State, Connecticut, New Jersey, Pennsylvania and quite a few other states.
