CES does an evaluation based on the number of hours that you had in your training, both clinical and theory. It is not state specific. The state then reviews the CES and makes their determination if you have met their requirements.
How long was your training program? What type of title do you hold in your country? That would be my first concern. Did you have actual hours in all of the required areas?

Seems a bit strange CGFNS needing clarification. I am wondering if it has more to do with CGFNS not being able to make out your hours on your transcripts.
This usually happens fairly frequently, when the school does not give the proper breakdown of the hours. They lump clinical and theory together, and the CES requires a breakdown of each part.

Point of clarification...does the school send the Request for Academic Records for CES to CGFNS together with TOR and RLE or just with plain TOR?

Usually, the school knows already what to do when you request them to do a specific service for you(ces, visascreen, cvs, cgfns exam), unless of course if your school is new. I think all the instructions to the registrar are there indicated in the form you give them. If there is any incomplete requirement, the blame has to be put on the school concerned. Please pm the name of your school to ma'am Suzanne. Contact cgfns also to clarify this concern. They might conduct an investigation/probe on your school(worst case scenario), or they might issue them a mail with instructions so that they would not make mistakes or send incomplete files in the future.
Hmmm, can I suggest an FAQ for SCHOOL REGISTRARS and also FAQ for LICENSE AUTHORITIES on the CGFNS site(pre-emptive suggestion) and here also, so that problems like this can be prevented in the future?
