How can you know if a school is running a scam

I just came across an ad for a school that offers training in healthcare.  As I examined the details, I could not find any indication that they require references or recommendations.   I remember when I took nursing classes that I had to provide a recommendation from my employers and they had to write a note to my school.  In years past, when I've gone to check out healthcare training schools and they do not require any references, all my alarms went off and I avoided them.   I later learned that my suspicions about them were right, eg. "a lot of the girls who went there were dopers and they didn't know what was going on..."    Am I right in my perception that no request for recommendations is a red flag?   I know in my experience it has been.

I don't believe my nursing school requested recommendations. I honestly didn't want to deal with them.  They wanted transcripts and recent prerequisite courses. I threw in my GRE for good measure (since my GPA was not really "competetive").

"Training in healthcare" is rather broad. What sort of training, exactly? I'm also wondering if you're in the United States, or some other place.

For my nursing school, no references or recommendations were requested. I would have thought it was strange if they were required.

As for "training in healthcare" being broad, this was deliberate since someone posted an advertisement on the web and I thought I should try to save her face.   I can't prove that she's running a scam so I kept out all identifying information.

This is not really about me and I wasn't really thinking about R.N. programs in this case.  I feel like there are numerous medical professions that can be used to run a scam and I think R.N. programs are included in that list.   It really flabbergasted me one time when I visited a school claiming to run a vet tech training program and they didn't ask me for ANY school records.   They were not interested in whether I could handle the class material or even if I was trustworthy and in this way made their dishonesty obvious.

WOW I feel so bad for the people that don't know any better and fall for that.
