A person could get some higher-level questions and it wouldn't necessarily guarantee a pass, because he/she would need to maintain that difficulty level and not bomb in the middle or end of the test. To make a long story short, there's not really a crystal ball - just gotta wait and see.
I did not fail, so my personal experience doesn't really fit with your question, but I hope this answers the thinking behind it.

got the higher level questions(prioritization/delegation, teaching, select-all-that-apply, etc) and not passed the exam?
