hi! i'm a BSN student, and will be graduating by march. I am a tourist visa holder for the United States, do i still have to take Philippine Licensure exam? or could i just go to the US and take their required exams there? thanks!

Hi. Welcome to allnurses.com. I recommend reading the stickies and threads here in the Int'l nursing forum. Would suggest reading Suzanne's 'Primer' sticky first as that will answer majority of your questions.

would also suggest not using your visa to enter the US and stay as at the moment retrogression is in progress and coming from the Phillipines you will be affected and no one at the moment knows how long it will take to be sorted. Much better to commence the process where you are

We are in retrogression right now and during retrogression applicants cannot do Adjustment of Status (from Tourist Visa). Only thing that can be done is consular processing (done while in the Philippines and you get interviewed in the US Embassy). Pls. refer to Suzanne's "Primer" sticky above for the details re: the difference bet. the two.
Yes, you do not need to take the NLE to be able to apply for eligibility to take the NCLEX and even the Visa Screen application.
Problem happens if a nurse takes it and does not pass but if you don't take it at all there are no problems.
You only have to make a valid explanation on why you do not have a license in the Philippines. Just say so on why. Usually, the explanation is that you do not have any intentions to practice in the Philippines.
However, if the State you plan to apply for eligibility to take NCLEX requires CGFNS Certification then you need to take and pass the NLE as CGFNS Certification requires that you be a licensed nurse.
Which State do you plan to work? Start from there and find out if they need CGFNS Certification or not. If they don't then you definitely do not need to take and pass the NLE.

You can take the NCLEX even if you haven't passed the local board yet. States like California and Vermont do not need a CES or a CGFNS Certification, so you can just download their forms from their respective website, fill it up, complete the requirements, pay for it, and wait for your ATT. With regards to your question pertaining to immigration issues, I think there is a thread devoted to it so just read on and decide what's best for you. Good luck!
thanks for these replies, anyway,the two states i could think of right now are new york and california. what are the exams required for me to take on those states?

Required exams are NCLEX and the series of English exams for both of those states.
