You can not work without a temp work visa and for that you need an employer and LMO. There is no reason why you can not approach hospitals in the areas you are looking at living for a job and they will be able to offer assistance on next requirements. As a healthcare professional you will need a medical before working as a nurse and obtaining a work permit. If you need a visa to visit Canada then you need to apply to the Canadian embassy in Manila http://www.cic.gc.ca/english/visit/apply-who.asp

As has been said you can sit the exam on whatever tourist visa you need to enter Canada from the Phillipines but YOU CANNOT work on it. You have to sit the exam & then leave. Each Province varies in it's rules and you should check out the BC College's website for information - although I would have thought they would have sent you plenty with your elligibility letter. The easiest thing to do would be to get a job offer because then you can get your LMO & work permit/Visa (depending on which way you're intending to enter eventually) without any problems.
