Is there anyone out here who was denied eligibility of NCLEX-RN application from other states and decided to apply to Florida Board of Nursing?

I just want to have some background on what will I write on the required letter of explanation of the Florida BON why I was denied from CaBRN due to concurrency issues.

Is this required by the Florida BON for first time NCLEX-RN takers? If this is your first time to take the NCLEX-RN anywhere, I see no reason why you have to explain why you have applied and was denied in another state prior to applying to FL. Florida has different educational requirements. They do not do their own educational program verification like California does. They outsource this service to an independent party (i.e., CGFNS).

A list of approved credentials verification service providers are found on their application from. Unlike California which does not require proof of passing an English test for those who trained in countries where the primary language isn't English, you also need to meet English proficiency requirements by passing an English test in FL. The list of approved English tests are listed in their application.

If this is your second attempt at taking the NCLEX-RN because you weren't successful in California before, you need to tell FL this information. You need to tell them that your reapplication was denied in California because your nursing program did not meet certain requirements in California. You need to tell them that you are willing to have your educational program verified by an agency approved by the BON in FL.

I am aware of the CES Report being required by the board and I already applied to CGFNS. Yes I am a first timer and I never took any NCLEX-RN examinations yet. But according to the Florida BON application form Section 3 (Applicant Background), there's a question stated: K. Have you been denied or is there now a proceeding to deny your application any healthcare license to practice in Florida or any other state, jurisdiction or country? And the guideline said, "If you answered "Yes" to question K in this section you must submit a self explanation as to why you are answering "Yes" to this question."

And isn't the Philippines exempted by the board for english proficiency requirements as stated?

Since it looks like you already did your homework, all you have to do is explain in your letter as truthfully as you can the reason why California denied your eligibility to sit for the NCLEx-RN. Say something like this:

The Board of Registered Nursing in the State of California determined that my baccalaureate nursing program in the Philippines did not meet eligibility requirements due to the fact that some of the required clinical rotations I had in nursing school were not held concurrently with classroom theory. The clinical rotations in question pertain to OB, Neonatal, and Surgical cases not required in US educational programs for entry-level nursing practice.

The Board of Nursing in the Republic of the Philippines requires that all pre-licensure nursing students attend to five (5) normal lady partsl births, assist in five (5) lady partsl births, perform five (5) neonatal umbilical cord care, first assist in five (5) major surgical cases, and first assist in five (5) minor surgical cases. These requirements are not part of the basic nursing program in the US, yet are required in the Philippines to graduate from the Bachelor of Science in Nursing program.

My nursing school allowed me to complete these cases throughout year II to IV in my program. These were deemed as completion cases that do not need to coincide with classroom instruction per my nursing school's policy. I would like to be considered for licensure by examination as a Registered Nurse in the State of Florida. I am willing to proceed with CGFNS Credentials Evaluation Service in order to satisfy your state's requirement for educational eligibility. Thank you very much for your consideration.
