Aug 21, 2006 Densely-populated metropolitan areas with large immigrant populations usually tend to be nursing shortage areas. Los Angeles, Phoenix, and the San Francisco Bay area are major West Coast shortage areas. Border towns in Texas such as El Paso and Brownsville are severe shortage areas that offer high salaries when compared to the cost of living.
