So I've been hearing a lot about this lately and I have searched and searched to find state regulations or codes or laws or anything that says in black and white "double briefing is illegal".... And I'm still empty handed. It's been a fighting subject at my current place of employment and I'm just curious, is it illegal to put two briefs on residents that urinate excessively? or is it just morally wrong...
Placing two briefs is not criminal under the U.S. Code. Reportedly, some have been cited by the state health department for putting two briefs on a resident. The antipathy against double briefs suggests that people conflate the practice with neglect.

Not all briefs have that plastic outer coating.
DOUBLE BREIFING CAUSES SKIN BREAKAGE, REDNESS, SORES, YEAST INFECTIONS AND MORE! ALSO IT IS VERY CRUEL AND IS A SIGN OF NEGLECT AND IS A SIGN OF BEING PURE LAZY!! ANYONE THAT SAYS IT IS OK TO DO, NEEDS TO FIND ANOTHER JOB AND LOSE THEIR CENA LICENSE AND RN DEGREE. KEPING THE BRIEF OPEN WHILE RESIDENTS ARE SLEEPING IS A GREAT WAY FOR AIR TO FLOW. I BEEN A CENA FOR ABOUT 17 YEARS AND I BEEN IN THE MEDICAL FIELD SINCE I WAS 13 AND I WILL BE 47 IN MARCH. I STILL LEARN EVERY DAY. IT SHOULD BE COMMON SENSE TO EVERYONE TO NOT DOUBLE BRIEF!!

Having two briefs on probably does not incite immediate yeast infection or skin breakdown.
Not changing people who need to be changed while they are wearing two briefs surely precipitates moisture-associated skin damage.

It is common for healthcare workers to equate two briefs with neglect, and in some cases it is true. People sometimes wear two pairs of pants - are they going to get a yeast infection?
Using two briefs concomitantly is not consistent with professional standards of care and manufacturing recommendations for the briefs.

it is illegal, it is also cruel, opens up the strong possibility of skin breakage, sores, yeast infections and more.
