Doppler device - a question

Is a Doppler ultrasonic flowmeter the same as a Doppler ultrasonic stethoscope?

In my textbook - the explanation is to use the flowmeter, for example on an obese person's arm - by placing the cuff on the forearm, holding the Doppler probe perpendicular to the artery.

Later in the same textbook, there is description of using the Doppler stethoscope, over a pulse site, swiveled at a 45-degree angle.

Are these the same or different devices?

Which angle is the correct position?
