You do not have to be an NP to get a PhD in nursing. You do need to be an NP to get a DNP.

I have recently stumbled across a DNP in Executive Leadership at Vanderbilt. No advanced practice degree required. The thought of a PhD makes me want to gag... ugh, research.

This is not accurate — there are plenty of DNP programs for educators, leaders, and informaticists.

Touro University Nevada has a DNP program that does not require you to be an advance practice nurse. It is focused on Educational Leadership.

There are many programs that you can get your DNP and not be an NP. Chamberlain College, Capella, Grand Canyon, and many others have DNP programs!
