Yep. Happened to me. Sometimes they just need to fill a spot. And worse case scenario, they get no offers internally or externally except for a new nurse. :)
I would go ahead and apply anyway. That's what I did, and I got hired for a supposedly " no new grads" job. Yes, they all want someone with years of experience, but sometimes they have to "settle" for one of us
My job said "1 year acute care RN experience required" and I was hired as a new grad with only 8 months of LPN experience. There are opportunities out there if employers are desperate and/or you are able to really sell yourself well via your resume, cover letter, interview, etc. Worst-case scenario is that you lose 15 minutes of your time. Also, I know that sometimes recruiters talk to one another, so it is smart to put your name out there as much as you can.
I applied to any job, regardless of experience. It certainly isn't going to hurt you. The job I have now wasn't even posted when I applied for another position, so after I interviewed they offered me my current position. Apply for position A, because for all you know positions B and C are available, but haven't been posted yet.

yes, the vast majority of jobs want some experience, job postings sometimes say experience preferred, instead of saying experience required. so does that stop you from applying to them? I mean, whats the worse that could happen? they just don't respond or say no thank you, but do you think it's possible to get hired into that position with no experience?
