I called BOCES (a school) to find out if I could register for classes to become a CNA, and they told me I have to sit and take a math and english test first. If I pass then I can take the classes? Does everyone have to do that?

I just had to show proof of high school graduation.
I can see the necessity of English but math? Hmm.

Didn't for class, but had to take tests for hospital job. You have to realize that the tests are pretty much showing you can read and comprehend at a beginning high school level (if that). As far as math, it's not math, it's 3rd grade arithmetic. And if you cannot do grade school arithmetic, you'll never be able to measure I/O's (especially when done in cc's) or be able to take a heart rate for 20 seconds and multiply it by 3. And yes, there are people who cannot do that and trying to become nurses.
So, point is, without rudimentary english or arithmetic, you're not going to do well in the field and I assume the school is just trying to screen out illiterate candidates....

I had to take a small "entrance exam" also,but it was simple. dont sweat it and goodluck!
