Confused about NCSBN Model Nursing Practice Act/Rules

I am a first year nursing student and reviewing a number of official docs that define my nursing practice. I am confused about the relationship between the NCSBN Model Nursing Practice Act and Admin Rules and how they apply to individual state legislation. Can anyone shed some light on the big picture of this relationship?
