What's the general distinction between these? Years of experience? Education?

Only a few places in my town have these terms and they are related to both education and experience.

Varies tremendously by facility. At the last hospital where I worked, it was a combo of experience, education and contribution to the hospital.

Pretty much what the others have said. In hospitals I have been in that used this meant it followed a "Clinical Ladder". Example as a NCM I was a Clinical III but when I left to go to CVICU and no longer was in a NCM position it changed to Clinical II. When I later returned to management I became a Clinical III again. All dependant on the advancement protocol of your facility.

Education, experience, certification, teaching projects, committees, maintaining higher number of CE each year, charge, preceptoring, ADN could advance to a IV, BSN could advance to a V.
Each duty was required, and there was up to a 7% pay raise that went with each step uo the ladder.
There was also a 2 step LPN ladder. A I was the basic LPN. Additional education for IVs, meds and CPR etc would qualify for a II..
