I am attending chaffey community college and i am doing my prerequisites and i looked at cc nursing website and saw that you need a background check clearance. I have a criminal record as a juvenile and my question is will that prevent me for qualifying for entering the nursing program?

Only the school can answer that. But be aware that the school may let you in but the Board of Nursing may deny you for licensure. Yes- even if you graduate you can be denied licensure!
It depends on what the offense was and how old you were. For example, underage drinking at 14 would be viewed differently than assault with a deadly weapon at 17.
Talk to the school.
