My mom is educated outside U.S. She already passed NCLEX-RN and holds a liscence in New York state.
She submitted an application for endorsment of liscence for VA.
The VA board of nursing told her to submit CES report.
Since she has already went through the credential evaluation verification process for New york state, she is confused why her credentials need to be evaluated again. Is this a misunderstanding? Does she still have to submit a CES report? It costs $500 and takes 8-10 weeks to be completed. Could someone please clarify?

CVS is different to CES. CVS is done only for NY so she will have to get CES done to meet new requirements. (I had to do this as my initial application was NY and then I endorsed to AZ)

How long did your CES report take to be completed? Did it really take 8-10 weeks??
Also, VA board of nursing requires English proficiency evaluation. When my mom took the exam in NY she was exempt from English test. Do you think she needs to take the English test (i.e. TOEFL)?
Yes if the BON requires English exam then she has to do it. I think my CES report took about 9 months to be issued but the norm is approx 4 months
She talked to her friend who were also RN from new York and endorsed to Virginia. She told my mom that she didn't have to go through CES and English test. Were you ny RN before you endorsed to AZ? My mom thinks that ces report is for people who wants to sit for an exam not endorse. She is so frustrated
I had passed my NCLEX with NY before I endorsed. CES has nothing to do with sitting exam. It is a evaluation of nurse training and making sure that your training matches the states training. Things change all the time and your mum's friend may have endorsed before the state changed things. If she really feels this is unfair then she has to talk to the BON directly however many have had to do this to get endorsed.

I am in the same situation : NY State license, endorsed for VA.
The CES took 11 weeks to be completed by CGFNS and now I have to take the TOEFL exam. We can share our experiences.

How do I know whether one needs to take CGFNS examinations or just CES?Does a US educated Nurse has to go for both or just one of them inorder to get initial licence? And what is the difference between CGFNS exams and CES?
CGFNS exam is that an exam where as CES is a evaluation report involving a breakdown of your transcripts. If you trained in the US then you are classed I believe as a US trained nurse so don't usually have to go through CES etc however a visa screen certificate is required if you are looking for a work or immigrant visa. Also training in the US doesn't mean you jump through quickly any queues that are ongoing so if looking for a immigrant visa you still join the retrogression queue
So inorder to get visa screen certificate do I have to undergo CGFNS or CES?
Neither as CGFNS exam or CES is in regards to nurse training and meeting foreign nurse requirements
You only need to get vsc if you plan on working in the US
