Why is there a quota for caregiver to child ratio in Indiana but no quota for nursing homes where there are people that are ill and mostly elderly?

Because child care isn't a million dollar industry? I'm just guessing. Healthcare is a million/billion dollar industry and they don't want to lose all the money. If you have safe ratio's, the CEO, Board, etc don't get paid as much.

That's my cynical answer.
