Yes, if the trach is capped (usually happens after they've had it a while). If someone is on a vent, they cannot talk. Hope this helps

I work with a child who has a trach and is on a vent and can talk, quite well actually.

I worked in a LTC that had vent patients. The SLP would use a passy muir valve on the more stable patients and it would allow them to speak

You can talk with a vent if it you don't have an endotracheal tube and you do have a tracheostomy. If you have an uncuffed trach enough air can pass through the vocal cords to talk, but voice quality may not be very strong and most vent/trach patients use the speaking valve (Passy-Muir) interestingly invented by a man with Muscular Dystrophy to solve that very frustrating problem.
