For those of you who might not know, WIA = Workforce Investment Act
A quick glance at the plain English version on the site had the phrase "no eligibility requirements", so it would be worth a question at the local employment development department office. Also saw a phrase that if funds are limited, preference will be given to those on public assistance or low income. I would look into it if I were looking for a way to fund my education. All they can do is say no.
Just an FYI, I was *almost* excluded from WIA as a dental assistant. Dental assisting was an "in demand" job, so they wanted to help me find a new dental assisting job. I had to prove unemployment due to negative income. The cost of child care exceeded my dental assisting wages. After appealing my rejection, I was awarded WIA. They might look at your profession similarly. Good luck!
I think that some of the specifics vary by state, but working as an LPN I did not financially qualify though going back to school forced me to decrease my hours they look at the six months of pay prior to the time you are doing your application during which time I was working full time and making descent money. You should be sure to contact a local rep for more details.
