I live here in the Philippines, im planning to take my nclex exam in california but i dont have a US visa yet, so i have to schedule an interview.
Would the consul allow me to take an exam there
and when should be the right time to schedule for a
US visa interview after i get my eligibility?
i know theres a testing center here in Manila Philippines
but i want to take an exam there so i could also visit my
relatives there even for a short period of time..
How long is the validity of ATT in california?
Would you think the consul would allow me if
i show them my ATT and schedule for an exam there?

Show them the ATT, and that will be immediate grounds not to give you a tourist visa. They do not grant a visa to test in the US when the exam is given overseas.
so that would be a "NO"?
they wont allow me to have an exam in the US?

that would be a NO. you need a visa to be allowed to enter the country. If you have a tourist visa/passport you should be able to enter the US...I dont see why you wouldn't be able to test if thats the case.

You may get a tourist visa but in the same way you may not. It will certainly be a lot harder to get one due to the amount of abuse that has been happening so make sure you have plenty of proof that you are planning on returning home. Do not tell them you are taking NCLEX but at the same time do not lie to them. It may be better to take the exam in PI and wait to see family

It will be harder for you to convince the consul that you will return to home country since having applied for NCLEX means you have intentions of working in the US. You might also be asked of all the places to get that exam, why California? NClex are now offered in Manila. It's definitely not a NO if you have other reasons of coming to US but i'll give it 90% denial.
Even before the center was posted as opening in Manila, there was no reason that you would get approval to test in the US. There are many other centers over there, just they were not in your country.
Even Saipan is there, and has the same rates of $200 for the testing.
If you do not already have a visa for the US, it is going to be much harder for you to get one, even to come here on a visit to visit relatives.
Chances are that you are over 21, so do not qualify as your parent's child, but will be applying for one based on what you do and have done. And why come to the US to test in the first place? How long do you plan to stay in the US? Coming and staying is out of the question, there are no visas available. And do not expect any for sometime.
Definitely rethink your plans.
