Can you apply for SSN even in the Philippines?

I came across this agency - VisionQwest Healthcare Services in the newspaper. Their ad said that for those nurses who have successfully passed their Ca NCLEX exam, the agency can help them claim your Ca License and Certificate from the Ca Board of Nursing by applying for your SSN/ITIN thru the agency.

Is this possible? that even if I am still in the Philippines, I can get my SSN/ ITIN? I called their office and they said that I would have to pay $300+ for the SSN/ITIN.

I tried to search the net for info on this one but I could not find one.

yes, im finally here. im done with my CES and just got an interim permit. a big thanks to you and to the rest of the moderators who helped me in the nclex application.

about SSN- they were right, i didnt pay any single cent in getting one. i just went there in person and brought the needed document.
