California license process time

hopefully I can get some answer from here.

I applied endorsement from OH to CA and everything is sent and paid except fingerprint.

My submission date is 8/31 and payment was made on 9/8 but still my status is "open"

They did not say that they got my applications or documents. I called there but nobody answered. ( I waited for 1hour 15mins but nobody answered the phone)

I wonder what should do. Should I just wait? How long is it going to take to change from open to active?

I thought you were supposed to pay the same day you submit your documents otherwise they won’t process it? Unless it’s different for endorsements

You can pend the application and log back at a different date  to make a payment.
