Things have been very rocky throughout my district and many people have been unhappy, we are in the midst of a mass turnover as a result. I have been struggling myself at times. I applied for a position in another district and have an interview scheduled. BUT the more I have thought about the bigger picture, I have recognized some important things that I would be giving up if I were to go elsewhere-things I don't want to give up. I'm also curious to see if things will improve after this mass turnover. So, I've decided to stay where I'm at. I have no reservations and am happy with my decision.
A few questions here: How do I get out of this interview? Do I explain anything or just say thanks but no thanks? Is backing out of an interview something that happens often?

I'd contact them ASAP and let them know that you've decided to take another job. Doesn't really matter if it's your current job or a new job--just let them know as soon as possible so they can keep recruiting for the position, and it will leave you in a positive light should you want to apply at a later time.

Don't try and explain a damn thing. Just inform them you are withdrawing your application and thank you.
