What's a first come first serve basis program?

Does this type of program accept students as they come? Do grades matter?

Grades probably matter in that they will probably have a standard all applicants must qualify for. (GPA or 2.5, having all prereqs completed with c or better)... these are just examples. Out of everyone that fits their criteria, it's first come first serve. Basically, get your application in the moment the doors open when the application period opens. Have your app ready and complete to turn in right then and there.
