All of our facilities (except the smallest ones) have a hybrid model, with central FTE's to manage 'all facility' activities such as clinical orientation, Preceptor training, BLS, ACLS, administer the LMS, etc... and unit-based educators to manage service-line specific activities. We don't have a set ratio of educator per staff member. Rather, we have data to calculate the 'value' of each position (by analyzing the units of service produced by that educator). When we can show that a position can produce a lot more value than it costs... that is the key!!

My advice - focus most of your efforts on creating a 'business plan' for education... outlining exactly how you are going to support the strategic goals of the organization. Once you can prove that you have achieved those effective outcomes, the FTEs will come. And of course, make sure you have a lot of flashy graphics in your presentations for the execs - LOL.
