What is the procedure to qualify for NCLEX-PN?

im a registered nurse in the philippines and I'm an immigrant here in USA. i can't apply for an nclex rn exam here in CA because there's a lot issues regarding to their concurrency thats why I'm planning to apply for a lvn exam. can you please help me what are the procedure/steps in order to qualify to their exam. can i challenge it? without enrolling to a lvn program course.

Just go for it. No need to take any more courses. There's a few good threads already discussing the application process, step-by-step.
