Apparently yes. The clock generally starts when your file is complete in the hands of the BRN.

hi @cavitenurse1990. i got your email add from you previous post. i sent u a message. please do reply. thank you :)
Current wait is 3-4 months and longer, the longer end are those without complete applications (education complete but BRN requires copies of transcripts). Your concurrency education is not complete (even though you sent in application and live scan) I'm assuming you sent your full original, education records and verification of your HI license, so with the current statistics 3-4 months once CABRN receives official verification that you successfully completed concurrent theory & clinical in M/S & OB. Average appears to be about 90 days once completed application received and fees paid to BRN
pm me

To cavitenurse1990: in the original CA BRN denial letter, did they mention just the MS and OB courses and nothing else? Once the CA BRN receives your completed documentation, they will further review the files.
As you know, there are others who also find themselves not only missing the above two courses, but also two other courses: Psych and Peds. While it's not affecting the majority, make sure your school does offer the two other courses, just in the case, upon further review, it's needed.
I'm not so sure that it was a good idea to plan ahead as it does kind of make your file a bit more suspect in the eyes of the CA BRN. I think it will be opened up for even further reviews.
Good luck!
