Is a local nursing license required to be eligible to take the NCLEX?

I'm a fresh nursing graduate from the Philippines and I'm a US citizen. I just graduated this 2014 and I'm planning to take the NCLEX-RN in Nevada. I have heard that Nevada BON is now requiring the same requirements as CA BON (except the English test which is not required in CA). So that means I have to show my prc local license to be eligible for the exam. But I have sent an email to Nevada BON asking if its true even for US Citizens who can't take the Philippine Nursing Licensure Exam (PNLE). And they responded to my inquiry telling me to "Review the Instructions for International Applicants and that A local license is NOT required". SO I'm kind of confused. I don't know what to do anymore. I am willing to take the local board exam but I called up the PRC and they told me I can't take the PNLE because I'm not a filipino Citizen and they require NSO Birth Certificate. I have told them my situation and they simply told me to "Apply for Dual Citizenship" so they would allow me to take the NLE. I did try to apply for Dual Citizenship but they can't Authenticate my Birth Certificate here. So I'm not sure what to do anymore. Please help for those who have been in the same situation as me. Some states accept the PRC issuing a letter stating you are not eligible to sit the NLE.

Just checked Nevada's website and see nothing that says you need local license. Also if the BON replied and said you don't need it then you don't need it

I am surprised that so many people that are in the Philippines in Nursing School, Or have passed nursing school, or work for nursing colleges are "Brainwashed" to believe you have to pass local exam to take NCLEX .

Thanks for the help. I was just confused because I thought Nevada BON will ask for a local license like the other states which are affected by the concurrency issue. I'll be moving to Nevada this coming January 2015 and perhaps I'll just give them a call about this to make sure.
