Endorsement vs. Fresh Application

I graduated from a nursing school in the Philippines this past March thinking that there was little to no hope that I would be able to apply for the NCLEX-RN in California. Everybody I was surrounded by seriously discouraged me from applying, so I opted to begin applying to another state instead. However, I just got news that a classmate of mine who graduated the same year as me with the same curriculum just got approved to take the NCLEX and they got back to him in a little over 2 months time (compared to the 6 months to a year that I've heard about from other international graduates).

So my question for everyone out there is this:

Should I finish applying for the NCLEX at the state I already began applying for and then endorse or should I start a fresh application with California? I want to take the path that will have the least amount of obstacles for me to get license in California as quickly as possible. I don't know whether or not endorsing my license from another state would make a difference, so I'm not sure what to do.

California is already horribly slow and they're about to transition to a new system that will make them even slower. Even people renewing are being warned to do it several months in advance (November application for January renewal).

Are you planning to actually work in the state you're applying to, or just endorse to CA? If you're planning on using the other state as a stepping stone, be aware that you'll still have to send in everything to California, including transcripts from your school. I graduated in Texas and had a Texas license when I applied for a CA one, but they wanted so much information that I felt like I graduated on Mars.

I'm planning to endorse as soon as I can if I take the NCLEX at the state I'm applying to, so I guess I wouldn't be working. Or if I had to I wouldn't be working for very long.

If you're not planning on working in the other state, there may not be much point to applying there. It won't make the California process any faster or easier.
