I was eligible to sit for the nclex for California.

Wow.. so I took my exam this September, went the distance all 265 questions. Unfortunately I didn't pass. Got my results and "near passing standard" all across the board so the news of failure basically tore me apart.

Now what makes it worse is after submitting the reapplication form and waiting for four weeks for a reply from the board, I get a letter today stating

:::: The Board has determined that the program you completed in the Philippines is not equivalent to the minimum requirements for licensure set forth in California Code Section 1426(d).

You may be able to view Section 1426 (d) and all other codes of the California Code of Regulations by going to our website at: www.rn.ca.gov. Once in the website there will be 'Tabs' at the top of the screen. Go to Regulations then to Nursing Practice Act and finally to California Code of Regulations.

California Code of Regulations Section 1426(d) states that theory and clinical practice shall be concurrent. The documents received state that some of the training was completed several semesters after the theory classes. ::::::

I email the evaluator in charge of my application and she explains ::::

You have options and that is to apply to the LVN Board or in another RN Board in a different state or go for your master's degree in nursing but in California you are not qualified as a RN without the Master's degree.

According to the RLE and the school's curriculum you should have completed the scrubs in NCM 101 and 102 but they were completed in NCM 104, 105 and 103. I am enclosing a copy of the letter that was sent to you yesterday.

I'm angry and sad at the same time. How is it possible that I was eligible to take the nclex the first time I applied and not eligible to retake now? I went from meeting the requirements of an RN to now meeting the requirements of an LVN. How is this possible?

They are saying I'm ineligible based on the dates of completion of my cases. The school requires 5 major, 5 minor, 5 assisted delivery, 5 actual delivery, and 5 cord dressing clinical cases which I completed or else I wouldn't have been able to graduate. All of a sudden Ca board is being technical about the completion dates of these cases. The school is well aware of the fact that completion of these cases is impossible to be concurrent with the theoretical classes. It is not always guaranteed that students will complete the needed cases in concurrent with the theoretical because there are times when there aren't any patients in the hospitals that we are rotated in. It is for this reason that the school allows completion of the needed cases through out the following semesters. We took the theoretical classes before we were allowed to go on our clinicals but the lack of patients made it difficult to complete those 5 cases during that semester. That's why some of my cases were completed one or two semesters after the theory classes.

Am I understanding this correctly? I thought all that matters was that my cases were complete regardless if it was completed in concurrent/along with theoretical or after theoretical. I learned what I was suppose to learn it just so happen that exposure to the actual thing came a semester later.

So now they are saying I can't sit for the nclex in California and I need to complete a masters degree to be qualified as an Rn in California. Is this possible? I went to school graduated with a BSN and in the end I'm told that I only qualify to be a LVN after submitting a reapplication for nclex. .

Clarification would be nice and I would appreciate any advice. This just makes me question if nursing is even the right fit for me cause it's been obstacles after obstacles.

What are the EXACT requirements for nclex? And most of you guys got denied ONLY because of the concurrency issue? please help. Gonna file for nclex this month. Im a fresh grad and im under the new curriculum. Thanks.

Could you elaborate more on what the "new" curriculum is? Did you now take both the clinical and theoretical together in the same semester? If so then that's great, you should have no problems.

Do you know of any previous applicants that have applied to CA and had no problems?

The other issue is the minimum amount of hours in the various units, such as med-surg, etc, do you know if your courses covered those sufficient hours?

Lastly, you must have your Social Security number ready before mailing in your application and sending the money.

-They added 350+ hours for RLE and 28 additional units or about three summers of schooling (no vacation!!) etc..

About the cases, YES i took my theoretical and clinical in the same year/semester. But most of my ob cases (handle, assist, cord care) were from LYING IN CLINICS. Do you think that's okay?!

Yes, some of my schoolmates are already US RNs... some got denied!

I already have my social security number cos im an american citizen.

Im still nervous to pass my requirements!!! :(

By lying do you mean not be truthful? Of course that is not ok! If you mean resting on your back that is ok. If you were not truthful you shoulf get denied.

What?? NO. Lying in clinics are FREE CLINICS for those who cannot afford to go to a tertiary hospital. -___-

Wow, that's a lot of hours (350+), but it's all good as long as they meet the minimum CA BON hour requirements for each particular unit and not into areas that do not apply.

Lol, so "lying in clinics" is just your way of saying what we call "free clinics" here. I would think it's okay, but best to email or call the CA BON for more clarification.

Good that you already have your S/S#, that's half the battle!

With regards to your schoolmates already US RN's, were they from a recent NCLEX passing or from previous years? Were they from your same school?

For the ones that got denied, were they from the new curriculum or the old version? What was their denial for?

With regards to your OB courses, if they were not taken concurrently between the clinical and theory part in the same semester, then, I think to be on the safe side, you should re-take it.

Hi. I also received the same letter from CABRN. I am a retaker also. But, I am already an LVN/LPN. Can someone help me what is the proper thing to do. Do I need to tell the CABRN that I am already a Licensed Vocational Nurse already working? Will they consider my re-application? Please.... someone help me...

Hello guys.. It's been a month now since I mailed my application to the lvn board and called cabrn to send a copy of my educational requirement. Till now I haven't heared from them yet.. I will call the lvn board on Monday for the update on my application.. Hope everything alright. I'll update u guys!!! Keep moving and don't let this situation stop you from your dreams.. Keep on praying! by the way anyone here applied for LVN and already got aproaved or denied??

US labor market tough for Filipino Nurses until 2020

Filipino nurses may have difficulty entering the US labor market until 2020, according to party-list Rep. Arnel Ty.

“Right now, they have ample supply of US-educated nurses,” said Ty, the representative in Congress of the Liquefied Petroleum Gas Marketers’ Association (LPG-MA).

In a statement, Ty cited statistics from America’s National Council of State Boards of Nursing which show that the US produced close to a million nurses from 2006 to 2011.

Ty said the US demand for Filipino and other foreign nurses may start to recover in 8 years when thousands of US-based nurses would have retired.

The US first encountered a shortage of nurses in 1998. This created a surge in number of Filipino nursing graduates hoping to get a career in the US.

However, the gap has since been filled by the large increase in the number of American nurses, plus a deluge of foreign-educated practitioners.

Due to the huge oversupply of nurses in the Philippines, both the Commission on Higher Education and the Professional Regulation Commission have been urging high school graduates to shun nursing.

Late response

Ty blamed regulators for their late response to labor market conditions.

“They should be more aggressive in researching and projecting future labor market conditions, both here and abroad, to help guide young Filipinos as to potential career paths,” he said.

“Regulators are just reacting to what is already happening, such as the apparent glut of nursing graduates. Their late advisories would be more valuable once these are predictive and instructive, rather than merely reactive,” Ty said.

From 1995 to 2011, Ty said a total of 145,081 Filipino nurses sought to practice their profession in America by taking for the first time (excluding repeaters) the US licensure exam, or NCLEX.

However, Ty said that “from 2006 to 2011 alone, a total of 938,552 US nursing graduates also took the NCLEX for the first time.”

Special jobs plan

Ty said he has been pushing for a new law that “would establish a special local jobs plan for idle Filipino nurses, now estimated at more than 300,000.”

He has filed House Bill 4582, which seeks an expanded version of the Nurses Assigned in Rural Service or NARS, “the short-lived Philippine government project that enlisted nurses to improve healthcare in poverty-stricken towns.”

Ty’s said the Special Program for the Employment of Nurses in Urban and Rural Services (NURSE) “would mobilize a total of 10,000 practitioners every year."

Update LVN application... I emailed the LVN board.. 2 response from different staff. The first one she said it will take 10 weeks to evaluate the applicant qualification.. The 2nd staff said they already received my application and cashiered out since march 16 but not yet evaluated she gave me a number to call after another week without response from them. I'm just worried because I did not include the page where the school needs to fill up the form (The nursing verification program)

We're at the same situation, they questioned evrything that i sent including sequence of my course & now my clinical cases wherein i graduated 2006 & i know they are just requiring for those graduates starting 2008. I'm an RN also in the phils. but it doesn't matter.
