   Vermont allowed me to endorse my California license to them plus its stated in the application if you can't provide them with ssn, just photocopy your passport and send it to them along with the rest of your application.

   Then I guess you will not have any problems about hawaii not recognizing your bsn degree. Just pass the nclex and if you can find work in a hospital then your all set.
