I recently passed nclex-rn but I can't get my california license because i don't have a ssn since im not a US citizen. I'm want to endorse my license to another state but i don't know where. Aside from that i don't know if i need to get a visascreen and/or take ielts since i don't want to waste money if not necessary.
My choices are vermont, new mexico and arkansas. Can someone suggest other states preferably with no cgfns, ielts, ces or both if its possible, doesn't require ssn and at the same time that state will give me a license? What are the requirements for endorsing to the states that anybody might suggest to me and how much will it cost me? My 3 years validity has already started so if anybody can suggest anything it will be highly appreciated.

Most states require CGFNS in some form but mainly CES is required or some other form of assessment service. There are many threads discussing this but mainly you are looking at checking out the states BON and see what their requirements are and i necessary contact them.
Visa Screen Certificate is only required I would say once you are close to your PD and probability of interview and at that stage English exam would be required however be aware some states do require English exam if you can not provide proof that your schooling was done completely in English
