scope of practice for LPN's for IV therapy in Hawaii

I am trying to find out what exactly is the scope of practice concerning IV therapy in Hawaii? It is unclear to me because in Hawaii there are- No written statement on IV and LPN scope. When I tried looking at the scope of practice for the state it said basically to refer to the NCSBN model act. Can someone please help?

Practice as a licensed practical nurse means the directed scope of nursing practice, regardless of compensation or personal profit, that takes place under the direction of a registered nurse, advanced practice registered nurse, licensed physician, or other health care provider authorized by the State, and is guided by the scope of practice authorized by this chapter, the rules of the board, and nursing standards established or recognized by the board including but not limited to: (1) The National Council of State Boards of Nursing Model Nursing Practice Act, Article II, Scope of Nursing Practice, section 3; and

(2) The National Council of State Boards of Nursing Model Nursing Administrative Rules, Chapter Two, Standards of Nursing Practice, sections 2.3.1 through 2.3.3;

provided that NCSBN shall have no legal authority over the board and shall have no legal authority or powers of oversight of the board in the exercise of its powers and duties authorized by law.

I don't know about Hawaii but I know in Wisconsin LPNs can become IV certified, but it's at the discretion of the facility as to whether they want to send their LPNs for that training... No facility I worked in would allow me to do anything with IVs or get me certified. We recently had a nurse consultant come in and she was was from southern Illinois and she said when she was a DON a of her RNs and LPNs were IV certified...

I've been researching LPN specific scope of practice in Hawaii also. I found this article http://bhpr.hrsa.gov/healthworkforce/reports/supplydemanduselpn.pdf which pretty much says through pp. 31-35 and Appendix C that Hawaii is one of the least restrictive and least specific states clarifying what LPN's can and can't do. According to this article LPN's have the right to administer IV infusions, IV meds, and even cancer and blood agents. However... specific policies at institutions vary in Hawaii and place more boundaries upon practice.
