Does a general nursing education qualify to apply for Registered Nursing in the US?

Hi, my fiance' is educated as a general nurse. She is currently working in India and will be migrating to the US in the next few months. In order for her to work in the US, she will need to fill out an International Nurse Application and submit it to one of the US states (most likely Vermont). However, I am curious that since she was educated as a general nurse, does that qualify her to apply for a Registered Nurse in the US or does she have to apply for a Practical Nurse?

Sorry if this is a silly question. I do not work in the medical field so I am clueless when it comes to this stuff. Any help that anyone can provide will be greatly appreciated. Thanks a lot.
