Office position available-overqualified for

So please bare with me as I explain.....I work in a private pay cert. dem center that is part of a bigger independent living facility that also has a snf. There is an administrator over the entire company and they pretty much have their own set up and we have our own set up with our own administrator. The LTC part at the independent facility has their own DON, MDS nurse ect and we have our own DON and ADON. I have been here 9 yrs. When I first started there was only a DON and a ADON (who happened to be the top administrators wife). There was a office position made for the RN in my current position where she did 3 days office 2 days floor. Later that position was made full time in the office where there was 3 RN's and they split call on the weekends. The ADON at that time basically did MDS's and the other nurses title was staff development nurse- she did basically anything the DON gave her to do. Well 2 yrs ago the ADON retired. I think there was issues between the other 2 RN's and it caused conflict which in turn ticked off the top admin. The DON, ADON have gotten behind in the things they are responsible for and really do need another office person. Ideally they wanted me to work in the office- i did go voice to the DON that I was interested in the position if one was ever available so she was well aware. I know the DON was having to justify why they needed another person in the office as we did open another 15 beds making us 75 beds. And i guess the admin finally said ok we can give you another person. But it has to be an LVN. Wait what? She can't even choose who she wants. She is gonna have to train someone to do the job. They will not be able to help out with weekend call as well as other stuff. The ADON told me I should go talk to the admin. about not being given the oppurtunity to apply for the position. I have 2 call ins in 9 yrs and nothing on my employment hx. I kinda feel like he has made up his mind and its a mute point but I also don't want it to look like i just got railroaded. I believe he is making it as hard as he can for them and just won't change his mind so why stress myself out. They are even making the DON interview with the HR person ( who is new by the way and has only been here a month or so). And the DON doesn't even have the final say so. The admin is making them choose one then he has to approve. If he doesn't approve then the process starts over.. So Im at a loss. Do I attempt to talk to the admin. in the hopes he might change his mind or at least knows Im not happy with the way the process is or just suck it up....I really really need monday thru friday at some point in the next year as i am raising my grand daughter and she will be starting school next year. Inputs and opinions please

Sounds like they want to save money by using an LPN in that position and their mind is made up. i don't thnk it would hurt to ask though.

They want to pay an LPN less salary. Offer to work for less.
