If your J2 allows you to work (usually has to be applied for once in the US) you need to meet NY BON requirements for foreign trained nurse which is CVS. If you go to the CGFNS website and complete application for CVS they will collect all required documentation for NY BON. You then need to submit application to NY BON and they will make the decision on whether to allow you to sit NCLEX or not. You will need to pass NCLEX to be able to work as a RN. Average processing time is 8 months. As long as your husband has his J1 you will be able to work as long as you are given permission to work

Good starting point is the sticky called Primer to working in the USA

This same information was given to you in another thread. It does not matter where the nurse is from, the requirements are still the same.

It is going to take 6 to 8 months to get thru the CVS process and receive permission to sit for the NCLEX exam. You cannot even get hired until that is done and passed.

It is also going to depend on your actual visa, not all J-2 visas permit one to work.
