What is the difference and requirements of a CES and a CGFNS certification of program?

Hello I am searching for states to take the NCLEX in to have other options if ever I fail in my state. My state is NEVADA and it requires TOEFL.  I have come across South Dakota and Connecticut which asks only for a Certificate Program. I was wondering what is the difference of a CES and a Certificate Program? 

Also I am a graduate foreign nurse in the Philippines back in 2012. I am wondering if South Dakota or Connecticut requires TOEFL also for foreign nurses because in their BON websites requirements it doesn't say. Because I have researched that almost all 50 states requires foreign nurses to take TOEFL which asks for a minimum overall score of an 83 or 84 but speaking is 26. 

If South Dakota or Connecticut does require TOEFL what are the min overall score  asked for speaking and everything else? Because I checked their BON (board of nursing) websites and it says it only requires a CGFNS approved Certificate Program for foreign students as its requirements. In cgfns.org website it says the same thing, but an added note saying for the english proficiency requirements that: English Exam scores not required to be resubmitted to CGFNS for CP Verification Letter. 

My understanding for that is you don't need to send the TOEFL scores to CGFNS for those two states. But I am wondering if there are other requirements for foreign students besides just a CP verification letter from CGFNS.

I have researched on it.. and I will risk doing TOEFL. It's harder to do the Certification Program. You need to spend more. I don't advise for other foreign students. Unless you are smart and have a lot of resources to pay if you fail. 

What is CES?- It stands for Credentials Evaluation Services which only asks for your transcript and or license verification that you can automatically send off to your BON. Which you get through CGFNs. 

Whereas CP requires:

1: Taking a CGFNS qualifying exam which costs $445 and a retake of $335. This test is somewhat like NCLEX but with 260 questions. xD

2. Evaluating your college and hs credentials. 

3. Requires you to take an english exam (TOEFL or IELTS I think)

But it says that if you pass all of that, that certification issued by CGFNS for you will be valid forever. And when you get that certification that's the time you will get the chance to sit in for NCLEX. XD 

 

But yeah as a foreign graduate I will just take the states that requires a CES and TOEFL. xD Good luck to all of us. T.T
