Is it possible to get a visa screen certificate even if one does not have his own country's RN license but have a California RN license?

I don't think so... to apply for a VisaScreen Certificate you will be required to pass an application form from CGFNS which will be filled-up by the PRC... its a verification that you are a licensed Nurse here in the Philippines which in return the PRC will mail it to CGFNS... I recently applied for VisaScreen Certificate because I have no plans of taking the CG exam.

please take the time to read the primer at the top of the page, before you give out 100% incorrrect information.
you do not need a local license in the philippines for the visa screen certificate. they do not make several versions of an application, there is only one. if you have a license, then you put that down; if you do not have one, then you do not do anything about it. same thing when you are applying to a state for licensure, every single application will ask where you are licensed, does not mean that you need to have a license.
please use some common sense and read first.
