Vermont or NY

Hi! I've been reading the posts and they have been very helpful. I'm just a little confused on which state to apply in - NY or Vermont. I want to practice in NY. A friend said that I fill out the Vermont form along with the fee because it only took him 2 months yo get the ATT. When I take the NCLEX exam in Hong Kong and pass it, I will have a license to practice in Vermont.

How do I get to practice in NY?

Do I just apply for endorsement?

Do I need to apply for the CVS for NY while waiting for the ATT to save time?

I have a US tourist Visa. Is it wise to go there as a tourist after I've passed the NCLEX and English exams and apply for a change of status?

Please tell me the steps I have to take. Thanks!

Please read the postings under the International forum. You still need the Visa Screen Certificate, if you go for initial licensure in NY, then the document submission will get taken care of for you. Since NY processed under Vermont Visa Center, you need to have the VSC in hand first. I am not sure if Vermont will actually give you a license without a Social Security Number, New York will. If you are having to do additional documentation to work in NY, then you haven't done yourself any favor. And just be aware that not every nurse receives an ATT in two months as a foreign nurse, I don't care what state that you are applying to.

Be aware that if you come on a tourist visa for the purpose of staying and finding a job here: that it is considered illegal by immigration authorities.
