Hi guy's!..do I still need to get a fingerprint card for my VERMONT NCLEX application?..and if yes,where will I applied or get it?..please help!

Moving your post to the International Forum where it is more appropriate. There is no such thing as an application for the NCLEX exam, it does not exist. You will be applying for licensure as an RN to the state that you select, and require approval from them to be able to sit for the NCLEX exam, there is no way to apply for it at all.
Suggest that you read the Primer that is located at the top of the International Forum for information that you need. There are also several threads that you can find that are already started with requirements and such for Vermont. You just need to take the time to do a search.
And one little extra caveat: if you are not going to actually work in VT, then it does not make sense to go thru there just to endorse to another state. There is no hurry as there are no visas available.

I didn't need a fingerprint card for Vermont but that was August 2006 so I suppose it could have changed.
