I need updated information on which US States still accept applications for NCLEX exam and also ISSUE a permanent license without a SSN.

there are states that require a social security number and you can't get away with it. but there are some that requires it but will allow you to submit a waiver. you should contact the state board of nursing of your choice.
well, to be honest, even if you pass your NCLEX and have the SSN waiver, its very very hard for you to get a working visa - near impossible. Green card application takes at least what, 6, 7 years before they grant it. I hope you are familiar with retrogression.

SSN waiver (if I'm thinking of the same thing) is like a form that you need to accomplish that states that you don't have a social security number yet but will give that particular state your SSN as soon as you have one. I had one when I applied in Oregon.
