H1B workers adjust status to immigrants after a certain number of years. These workers compete for scarce immigrant visas with those waiting patiently in countries like the Philippines and is the probably the main reason that those on CP are not granted visas since these are given to H1B applicants who do an adjustment of status. Is this good news for those on CP?

No I do not think this is good news for those on CP. Not all H1b AOS and they are affected by retrogression in the same way as other professions. Retrogression is caused by demand higher than the amount of visas allocated. Only a few years ago the Philippines, China and India where affected by retrogression as they had a higher demand on GC compared to other countries. Only a certain amount of visas are allocated per country so to ensure that there is a diversity of immigrants arriving to the US. From my understanding India is the main provider for IT and they are already more affected by retrogression compared to other countries.

The Key word is "Seeking" to limit
It regarding the IT field.
Dallas has so so many people from India here, cuz IT is big player in Dallas area.
I wish they would limit the time frame on a Visa, but in reality it will never happen. Big Business wants cheap labor here and they will always get what they want.
